Alabama parole board denies most requests, grants a handful of paroles and pardons and vacates one revocation

The Alabama Board of Pardons and Paroles met in Montgomery on Oct. 15, 2025, and denied the majority of parole and pardon requests on its docket while granting a small number of paroles and pardons. Hal Nash, chair of the board, presided over the open meeting at 8:30 a.m.; Nicole Lewis served as board secretary and recorded the actions.
Board members heard victims, family members and advocates on many files. Victim representatives and the Attorney General’s victim-services representative regularly opposed paroles: for example, Angie Benefield (identified in the record as the victim’s daughter-in-law), Venesha Bradley (VOCAL), and Jackie Fowler (VSO, Attorney General’s Office) were listed as speakers opposing several parole requests. Those oppositions were factors in denials or in setting reset dates.
Among the outcomes, the board granted parole for Edward J. Bowman (AIS# 182583) with conditions requiring completion of the Perry County Probation/Parole Reentry Education Program (PREP), GPS ankle monitoring, mental-health follow-up and a drug assessment upon release. The board also granted parole for Timothy W. Capers (AIS# 326334) with placement at an approved halfway house and similar monitoring and treatment conditions.
The board granted several pardons. William L. Strube (AIS# 325085) received a full pardon restoring all civil and political rights. Constance Parker (AIS# 803039) was also granted a full pardon. Jamie L. Hammond (AIS# 827579) and Timothy Haywood (AIS# 827621) received pardons with restrictions described in the minutes (relief from the habitual-offender act and firearms disabilities in Hammond’s case; similar restrictions noted for Haywood).
Most other docket items were denied. Examples include denials of parole for Timothy Harwell (AIS# 337978), Joshua G. Heritage (AIS# 255502, reset 10/2030), Jerricka D. Jetton (AIS# 320817, reset 10/2028), Jerry B. McAnally (AIS# 234073, reset 10/2027) and many others; several denials included specified reset dates between 2026 and 2030 while others were denied with no reset date noted in the minutes.
The board recessed briefly into executive session on multiple files to review confidential case material and returned promptly to vote. The meeting record indicates motions and majority votes were used to approve minutes, conduct votes on docketed cases and adjourn at 1:40 p.m. The next meeting is scheduled for Oct. 16, 2025, at 8:00 a.m. in Montgomery.
The board’s actions also included administrative follow-up: in Additional Board Business the board ordered that the revocation order dated July 9, 2025, for parolee Toriano Porter (AIS# 281779) be vacated. The Bureau will declare Mr. Porter delinquent and conduct a new revocation hearing to ensure compliance with Ala. Code, Title 15, Chapter 22 and the procedural protections required by Ala. Code § 15-22-32.
