MONTGOMERY — The Alabama Board of Pardons & Paroles convened its open public meeting on Feb. 24, 2026, at 8:30 a.m. at 301 South Ripley Street to consider its daily pardon and parole docket under Alabama Code, Title 15, Chapter 22. Chair Hal Nash presided and Nicole Lewis, the board secretary, recorded the actions.
The board began by approving minutes from the Feb. 19, 2026 meeting; the motion was moved by Board Member Gabrelle Simmons and seconded by Chair Hal Nash and passed by majority vote.
During the docket, the board denied parole for several individuals and set future reset-review dates in multiple cases. For example, the board denied parole for Isaiah T. Carter (AIS# 279716) and Anthony D. Johnson (AIS# 282121); both cases include victims’ family members and representatives speaking against release, and each denial was recorded with a reset review date in February 2031. Other parole denials recorded in the minutes included Christopher A. Nall (AIS# 302792, reset Feb. 2028), Ronald Mitchell (AIS# 299177, reset Feb. 2029), and several others with reset dates ranging from 2027 to 2030 or with no reset date specified.
The board also granted paroles with reentry and supervision conditions in multiple cases. Crystal D. Deloach (AIS# 340917) was granted parole contingent on completing cosmetology training, placement in an approved halfway house, participation in NA/AA, GPS ankle monitoring, mental-health follow-up and a drug assessment upon release. Similar conditions — including completion of the Perry County Probation/Parole Reentry Education Program (PREP), treatment requirements, GPS monitoring and post-release assessments — were attached to paroles granted for Jody A. Mead (AIS# 256809), James P. Blair II (AIS# 249786), Ty A. Ragsdale (AIS# 261288) and Cody G. Scott (AIS# 326944).
The board issued several pardons during the session. Jon D. Berchekas (AIS# 236371) and Jevon D. Turner (AIS# 218824) were each granted pardons with restrictions that lift habitual-offender consequences and certain firearms disabilities. Tavarious L. Ragland (AIS# 192643) and Jackie L. McCulley (AIS# 827991) received restoration of voting rights only. Kellie M. Gunter (AIS# 299262) and Joe N. Bryant Jr. (AIS# 235065) were granted full pardons restoring all civil and political rights, as recorded in the minutes.
Victim representatives and Victim Services Office (VSO) staff from the Attorney General’s Office participated in multiple docket items. The minutes list speakers against parole or pardons in several cases, including Liz Knight (victim’s sister), Ky’Toria Lawson (VOCAL), and Sarah Deneve (VSO, Attorney General’s Office), among others.
The board also reviewed a listed set of delinquent files as part of routine business; the minutes indicate the attached list was reviewed but do not specify further actions on those files in the public minutes.
