Effingham selectmen press on roads: Champion Hill, School Street and bridge repairs top CIP concerns

Board members spent a substantial portion of the July 23 meeting discussing road and bridge maintenance priorities and long-term funding.

Selectman (S2) outlined recent and planned work: guardrail and under-guardrail cleaning done by Edwards Concrete and Construction, washouts repaired, and planned ditching on High Watch Road by contractor Evans Brothers. He emphasized the need to wash bridges after structural cleaning and obtain pricing for repairs to keep bridges off the state Department of Transportation 'red list.'

"...making sure it stays off the red list, which we're in severe jeopardy of doing," Selectman (S2) said while describing the required scope and pricing for adequate repairs. Board members also discussed short-term safety measures such as reflective delineation markers at problem corners and new 'no through trucking' signage to reduce pavement edge damage.

The board debated repair approaches for Champion Hill Road and School Street, weighing cold planing and shim-and-overlay versus full dig-and-rebuild where ledge is present. Selectmen cited rising costs and noted that the town has increasingly relied on reserve funds and grant reimbursements to cover paving; one participant estimated a near-term funding need in the "$300,000 range" for upcoming projects. Members also discussed whether returning certain roads to another jurisdiction was a feasible cost-saving measure, but several expressed reservations.

The board directed staff to continue scoping work, collect contractor pricing, and fold near-term estimates into the CIP and upcoming budget discussions.
