Brighton adopts draft 2026 Adams County Hazard Mitigation Plan to preserve grant eligibility

Brighton City Council unanimously adopted the draft 2026 Multi-Jurisdictional Adams County Hazard Mitigation Plan on June 16, approving Resolution 2026-53 and authorizing the city manager, in conjunction with the emergency manager, to implement the plan if necessary.
Emergency Manager Stephanie Hackett presented the draft and told council that federal delays left the plan awaiting final FEMA approval; staff recommended local adoption so the city could pursue mitigation grant opportunities with deadlines in July. Hackett said the plan identifies local hazards and vulnerabilities, organizes critical assets under the FEMA lifelines framework, and includes a Brighton Mitigation Action Plan with priorities and activities to reduce disaster costs.
Councilmember Chris Fiedler moved to approve the resolution; Councilmember Jim Snyder seconded. The motion passed 9–0.
Staff said the plan will be reviewed and readopted every five years, that staff will pursue multijurisdictional coordination and grant development, and that adopting the plan creates eligibility for mitigation funding.
