Brighton council rejects first reading of wildfire resiliency ordinance

Deputy Chief Building Official Tara Cisneros introduced the ordinance and told council that Senate Bill 25-142 requires governing bodies to adopt the code where jurisdictions overlap wildland-urban interface areas. Staff recommended approval and had scheduled a public hearing and final reading for July 21, 2026.
Councilmember Lloyd Worth moved to approve the ordinance on first reading; Councilmember Melinda Carbajal seconded. The motion failed 4–5 (Aye: Carbajal, Rhiannon Collins, Jim Snyder, Worth; No: Mayor Gregory Mills, Mayor Pro Tem Peter Padilla, Chris Fiedler, Tom Green, and Ann Taddeo).
The proposed code would adopt the 2025 Colorado Wildfire Resiliency Code by reference and set local amendments to Chapter 15 of the Brighton Municipal Code intended to establish minimum standards for safeguarding life and property in interface areas. Staff said the measure is intended to align local standards with state law and to address fire-risk regulation gaps in areas that overlap the wildland-urban interface.
The minutes record that staff planned a presentation and a public hearing on July 21; council’s failure to approve first reading leaves formal adoption unresolved and staff will report next steps to the council.
