He also said capital outlays were low this year because administrators shifted some expenses into permanent‑improvement funds and because certain expected judgments did not occur.
Board members discussed the implications for levy timing and forecast modeling. Randy and the finance committee warned that the positive cash position is helpful but emphasized the need to plan four years into the forecast because one good year does not eliminate future risks. “We ended the year at a $30,000,000 cash balance,” he said, adding that the positive result gives the board more time to evaluate levy scenarios.
After the presentation the board moved to approve the June financial report as action item 8.2; the motion passed on a roll call with affirmative votes from the attending members.
