Kenosha County finance committee approves several agreements, easements and policies

The Kenosha County Finance/Administration Committee approved a series of resolutions and administrative items at its June 11 meeting, voting unanimously on each recorded motion.
Chairman Dave Geertsen called the meeting to order at 6:00 p.m. and members approved the minutes from April 16, 2026. Brock Portilia, KABA chief financial officer, presented the Q1 loan report.
Shelly Billingsley, Director of Public Works & Development Services, presented and the committee approved a resolution authorizing professional services agreements with the Village of Salem Lakes after a budget amendment. Supervisor Luke Pollock moved to amend the budget amount from $28,000 to $30,000; Supervisor John Poole then moved to approve the resolution as amended. The committee recorded unanimous approval.
Billingsley also presented and the committee approved a right-of-entry agreement with Camp Lake Airport, LLC for vegetation management and aircraft safety operations, and a gas valve assembly easement in Brighton Dale Park.
The committee approved an intergovernmental agreement to transfer one parcel for the property at 2907 63rd St (Roosevelt Auto Body). The committee later approved an intergovernmental information-technology services agreement with the Village of Twin Lakes.
Chief Information Officer Michael Bastianelli presented a separate resolution to adopt a generative artificial intelligence usage policy for county information systems; that motion, moved by Supervisor John Franco and seconded by John Poole, carried unanimously.
Deputy County Clerk Julia Metallo and Chief Deputy Amanda Sorenson provided a tax-deed update and the committee majority guided the County Clerk's office to sell the parcel to BEAR Realty, one of the highest auction bidders deemed most advantageous for the county. Metallo and Sorenson also presented a County Tax Group report on parcels eligible for tax deed that were not taken for foreclosure.
Finance Director Patty Merrill presented a report on per diems for county boards, commissions and committees. The committee completed the audit of bills, heard departmental reports including the Treasurer and Register of Deeds, reviewed the June 2026 monthly statement, and adjourned at 8:05 p.m.
All recorded motions were carried "all aye," including the YIG member; the minutes record no dissenting votes and no formal abstentions.
