City manager reports Colonial Theater now city-owned, outlines $150,000 zoning rewrite RFP and new pretrial work program

City Manager Kirk Beattie told the council on July 13 that the Colonial Theater is now fully owned by the city and that staff have identified maintenance needs the city will address with facilities personnel.
Beattie said the council provided consensus to pursue a zoning rewrite and that he will issue a request for proposals as soon as the following day; he said, "They believe it will be around $150k." He said the RFP results and a cost estimate will be presented at an August council meeting and, if the council wishes, a public hearing will be scheduled.
Beattie also announced a recently approved collaboration with Belknap County pretrial services and Laconia Police to assign pretrial work to people awaiting court dates to help with city cleanup needs. He described the program as intended to provide an opportunity for courts to order pretrial work and said he hopes it becomes successful.
He noted that, because a citizens events committee would be subject to RSA 91-A open-meeting requirements, he will prepare a committee package for council consideration at a future meeting. He also mentioned an upcoming presentation on Opportunity Zones scheduled for July 21 in council chambers.
