The Laconia City Council received an update July 13 on the completed sewer line replacement at the Belknap House family shelter, 200 Court Street. City staff reported the shelter’s sewer experienced issues in December 2025 and the replacement work was completed in May using Emergency Community Development Block Grant (CDBG) funds.
According to the record, two written quotes were obtained and the lower bid from Rowell’s Services was selected. The construction cost for the sewer line replacement was $31,390. Joia Hughes read a handout into the record and stated that the original CDBG award for the project was $100,000; the city will return unused grant funds to CDBG for other projects.
Councilor Soucy asked how much had originally been awarded; Ms. Hughes answered, 'the original award was $100k.' No members of the public spoke in opposition during the hearing.
The council closed the public hearing after receiving the update. The presentation also included general information about CDBG program limits and eligibility: awards are competitive, must primarily benefit low- and moderate-income persons, and emergency activities have an annual cap noted in the staff handout.
