The Spearfish City Council approved multiple motions and votes during the July 20 meeting. Key outcomes:
- Title 15 code rewrite: Council approved a $152,675 professional services contract with Clarion and Associates LLC to update the citys land development code (one no vote from Councilmember Claire Beak).
- Early bond payoff: Council approved staffs recommendation to pay off the 2015 sales-tax refunding bonds early. Staff reported $1,245,000 remaining principal and $62,900 in interest across five remaining payments; paying off the 4% bonds using general-fund cash would reduce net interest versus the citys current bank yields and free up roughly $600,000 in 2027 budget authority. Staff recommended notifying the paying agent (U.S. Bank) and taking necessary budget-supplement steps in December.
- Airport water-main award: Council awarded the airport water-main extension contract to Wilson Contracting for $464,706.97 after receiving 11 bids and noting an engineers estimate of about $765,000. Staff said this work and a parking-lot utility package make up the citys match for a new terminal grant.
- Rainbow Road box culvert: Council approved final acceptance of the Rainbow Road box culvert project and set 06/17/2026 as the start of the two-year warranty period.
- Liquor-license actions: Council approved a special-event malt-beverage license for Sawyer Brewing Company for the Black Hills Fly-In (Sept. 19, 2026), approved transfer of a retail on/off-sale malt-beverage and farm-wine license for 127 W Grant St (1st Venture LLC), and directed staff to offer one on-sale liquor license (minimum $300,000) and two package off-sale licenses (minimum $100,000 each) via sealed bids.
- Administrative approvals: Consent agenda items, wage adjustments, and the bill list dated 07/20/2026 were approved.
