City Planner Jacob Maas presented departmental comments and staff recommendations for the proposed Kwik Trip #655 site in the B-3 General Business District at 1411 East Sumner Street. Maas relayed Fire Department input that the kitchen suppression system will require plan review through FSCI, Engineering had no concerns beyond erosion-control compliance, and Utilities noted the planned addition overlies an existing customer-owned water lateral and advised the developer to coordinate with utility staff and Mike Thimm for any service changes.
Maas said planning and architectural reviews found the proposal met B-3 setback, parking and landscape requirements and that renderings complied with zoning-code architectural standards. Commissioners asked whether removal of a hill might create ice-damming concerns; Maas said engineering reviewed the plans and had no comments other than standard erosion-control compliance. Member Dave Piquett moved to approve the site plan and architectural review; Vice-Chairperson Tony Andereck seconded and the motion carried unanimously.
Conditions listed in the staff recommendation include kitchen suppression system plan review through FSCI, coordination on the customer-owned water lateral if relocation is proposed, contact with Mike Thimm for service upgrades, adherence to erosion-control plans, and parking consistent with the consultant standard (1 space per 250 sq. ft. of retail area plus one per employee on the largest shift).
