Local planner warns Lumen 'fiber substation' needs conditions to rebuild trust

Josh Weiser, a local planning-and-zoning participant, told the Marion County Commission during public forum that a recent permit application from Lumen appears to be a large "fiber substation," and urged the commission to support stronger permit conditions to rebuild community trust.

"At the end of the day, based on my experience, it really looks like a fiber substation," Weiser said, adding that planning staff and outside representatives had been asked whether the facility is a data center or a substation. He said the planning board postponed action to allow time to add conditions and recommended the commission give planning a clear, collective vision to guide future land-use decisions.

Weiser also suggested modernizing permit workflows to increase transparency and offered to volunteer time to help the county test electronic permit-tracking tools. "There's tools out there," he said, naming examples used in private-sector workflows that could be adapted for permit requests and approvals.

The commission did not take immediate action on the Lumen permit during the July 20 meeting; Weiser said the planning board intends to continue working on conditions and expects the item to return for a vote next month. Commissioners discussed scheduling a work session to develop a shared vision for the county that could be provided to planning and zoning.

Next steps: the planning board will refine permit conditions and the commission signaled support for a near-term work session to frame a countywide vision that staff and the planning board can use in deliberations.
