Commission continues review of Cataldo Pond LNG facility mitigation; requests waiver, ER map and peer review

The Conservation Commission continued its review of a notice of intent for a portable LNG facility at 28 Cataldo Pond Way (DEP file 204-1034) after the applicant presented an updated mitigation plan.
BSC Group ecologist Sam Kefferstan and Casey Lee Bashan described a revised plan that removes a roughly 15-foot-by-295-foot (≈4,425 sq ft) gravel strip from the 50-foot no-disturb buffer and replaces it with loam, compost and a conservation seed mix plus additional understory plantings and invasive-species management. The applicant said tree removals within the fenced area are necessary and proposed replacement plantings (in total about 51 trees and 21 shrubs including understory species) and a 2.5:1 planting ratio across the overall mitigation package.
Commissioners pressed for an explicit waiver submission for work within the 50-foot buffer (the commission requested erosion-control details to show gravel-removal limits and controls), more detailed tree-replacement sizing information for large-diameter removals, and a stormwater peer review because the change affects runoff and buffer proximity. The applicant agreed to submit a waiver, update the ER map to show erosion-control placement along the lot edge and accept a peer-review timetable; the commission extended the hearing to Aug. 18 to allow time for peer-review initiation.
