Aldermen ask for arborist report for Harvard Road tree removal request; uphold denial at Spanish Cove

At 4517 Harvard Road, building inspector Daryl reported his site inspection and denied removal of a live oak because the available evidence did not show damage to structures. The homeowner (who later identified himself for the record as Keith Watson) told the board the steep driveway and tree configuration had caused tenants to fall and that the trees presented an ongoing liability; he offered to plant replacements if removal were authorized. Several aldermen suggested that a licensed arborist prepare a written report demonstrating the hazard and recommended the homeowner supply that report to the city. The board voted to request an arborist’s evaluation from the homeowner before any removal is authorized.
On the appeal for 117 Spanish Cove, the inspector similarly recommended denial (no clear damage or utility conflicts shown). A motion to uphold the denial passed by voice vote.
The decisions distinguish an initial staff denial from a process that allows a homeowner to bring expert documentation to support an appeal.
