The Board of Aldermen voted on June 16 to accept performance and maintenance bonds for Paul Pointe Phase 2, a 25‑lot subdivision previously approved by the Jackson County Board of Supervisors and recorded with the county.
City staff explained that all utilities and infrastructure have been constructed and that the city and developer will conduct a walk‑through before the April 2028 bond expiration to identify any defects (sidewalk cracking, asphalt settlement, etc.). If issues remain, the developer may extend the bond or complete required repairs before the bond expires. Staff said they keep timelines and inspection notes for each subdivision bond.
Aldermen asked for clarification that the city does not own water and sewer mains (Great River is the utility owner) and that the bond covers streets, sidewalks and other public infrastructure. The motion to accept the bonds was moved and seconded; the mayor announced the motion as coming from Alderman Blackman with a second by Alderman Stennis, and the board approved the action by voice vote.
The approval was procedural: staff will continue site inspections and issue required punch lists or letters if work needs to be completed before final acceptance.
