Finance staff presented the April 2026 budget update, telling the Mayor and Board that the general fund is financially strong with approximately $35,000,000 collected through the end of April on a $51,000,000 annual budget (about 69% collected). Ad valorem tax collections were reported at about 90% of budget and sales tax at about 62% of budget; staff said the department revenue collections are ahead of prior‑year percentages.
On Winter Storm recovery, finance staff estimated total anticipated expenses of $16,200,000. To date the city has submitted roughly $9,200,000 to FEMA for reimbursement and received a little over $5,000,000 from FEMA (the agency’s 75% share) alongside about $1,900,000 from a state emergency loan. Finance staff said approximately $2,300,000 remained to be reimbursed at the time of the report and that, after all expected reimbursements and in‑kind donations are tallied, the city anticipates ending up with a net cost of a little over $2,000,000 related to the storm. Staff cautioned that state funds are not released until projects are closed out and reimbursement timing can be lengthy.
Board members asked clarifying questions about the 25% local match and timing for state reimbursements; staff reiterated the uncertainty in timing and the potential multi‑year administrative closeout process.
