City awards M Trade Park bid, accepts project completion and approves contract changes and debris agreement addendum

At its May 19 meeting, Oxford Citys board approved a set of procurement and construction actions: accepting a low bid for an indoor practice facility, accepting final completion on a rubbish site expansion, approving a lighting change order, approving an addendum to a debris contract, and authorizing an RFP for non-disaster bulk waste pickup.
Staff reported that on May 7 the city opened 10 qualified bids for the M Trade Park indoor practice facility and identified AS Fournier Construction LLC as the low bidder at $868,895.37; staff said the project is fully funded in the current fiscal year and the bid is below the engineers estimate, so the board voted to accept the low bid and proceed toward contracting.
Separately, Century Construction was reported to have completed the Oxford rubbish site west expansion ahead of schedule (about 60 days of a 90-day contract); staff requested acceptance of final completion (final completion date cited as May 20) and authorization to release final payment, which the board approved.
Mark described change order #1 for the conference center lighting upgrade — an addition of $34,520 to accept an alternate that converts nearly all fixtures to LED for projected utility savings — and the board approved the change order. Mark also explained addendum #1 to the debris removal and disposal agreement with Looks Great Services, which added an hourly rate option and clarified language (no price change); that addendum was approved.
The board also authorized staff to issue an RFP for non-disaster bulk waste disposal (e.g., sofas, appliances) to provide backup capacity during heavy student move-out periods and to allow the city to purchase on a unit rate basis when needed.
Why this matters: The actions move several capital and maintenance projects forward and adjust contracts to improve efficiency and contingency response. The contract values and final-completion actions are material to project delivery and the current fiscal-year budget.
