Staff said AS Fournier was the lowest and best bidder for the indoor practice facility renovation; the board authorized a contract at $868,895.37 for work that includes updated interior finishes, restroom and turf replacement, storefront upgrades, a new batting cage layout and retail space within the existing footprint. The project duration was listed as 180 days, with expected completion by mid‑December.
For the Walk Of Lights expansion, staff said a selection committee reviewed four proposals and ranked Jubilee Decor highest; the board authorized a contract for Phase 2 at $250,000. Staff noted this is a 2% funded project and not paid from general operating funds.
The board also authorized a contract with IPS to purchase and install 35 multi‑space parking kiosks for downtown, at a stated project amount of $241,496. Staff told the board IPS will transition the downtown system to license‑plate recognition (so customers enter a plate rather than a specific space) and that, if contract terms are resolved quickly, units could be installed by Aug. 15 to be operational before football season.
Separately, staff requested permission to extend the end date for MDOT grant 05/5339 to Sept. 30, 2027; the grant amount cited in the packet was $175,000 in federal funds and the board approved the extension. The board also approved a final quantity change order on the North Lamar Sewer project that reduced the contract by about $53,000, and authorized staff to negotiate with Wagner Engineering for a comprehensive water, sewer and stormwater master plan after a five‑firm solicitation and scoring process.
