The commission granted a special exception to Capstone Communities (case 3357) to allow about 26.5 percent of units (78 of 294) to be four‑bedroom apartments — five more than allowed by right — and then approved the associated site plan (case 3358) that includes commercial first‑floor space (51,124 sq. ft.) and proposed parking of 1,028 spaces where 1,081 would be required, with a 53‑space reduction requested at the director’s discretion. Staff recorded engineering comments on access, water/sewer and stormwater; commissioners supported the application and approved it subject to the staff conditions in the report.
Smaller procedural items included staff presentation and approval of a special‑exception request and site‑plan amendment (cases 3345 and 3346) for an existing warehouse addition where staff recommended matching corrugated metal paneling and required conditions for foundation plantings and stormwater certification.
