At its April 21 meeting, the Oxford City Mayor and Board of Aldermen approved a package of contracts, grant applications and community permits tied to disaster recovery, utility resilience, procurement and community events.
The board approved a request to increase the existing contract with ER Assist for debris-removal and FEMA-public-assistance services from a not-to-exceed $70,000 to $200,000 after staff said the full scope of debris removal and grant preparation is now known. “They are category Z, which means a 100% of their fees are reimbursed through FEMA,” a board member said. Staff explained the city will pay invoices as presented and seek reimbursement through FEMA and MEMA.
The board also authorized the city to apply for FEMA’s Building Resilient Infrastructure and Communities (BRIC) grant to support utility hardening (placing targeted overhead utilities underground) and approved up to $5,000 for professional services to assist with the application.
On procurement and projects the board accepted staff’s recommendation to move forward with RKA Construction as the lowest-and-best bidder for the development services annex project (staff cited stronger references and prior performance over the apparent low bidder). The board authorized advertising a reverse auction for a budgeted dump truck with plow after initial quotes were substantially higher than budgeted amounts. The board also accepted construction associated with the final roundabout work at Molly Barn/Chickasaw so the related TIF work can proceed.
Personnel and administrative items the board approved included entering an independent-contractor agreement with Ashley Atkinson for bookkeeping and financial support and retaining UKG for employee self-service features at a cost of $5,250.
Most motions passed by voice vote with no roll-call tally recorded in the transcript. Several items were presented as routine and approved without extended debate.
What’s next: Staff will submit the FEMA/MEMA and BRIC applications, finalize contract documents with RKA Construction and proceed with reverse-auction procurement for the truck; ER Assist will continue grant administration activities pending FEMA reimbursement.
