Developers have privately previewed plans to rezone the former roller-rink parcel in the Town of Culpeper from commercial to a "neighborhood commercial mix" district to enable a 200-plus-unit apartment complex, the planning director told the commission on Wednesday.
The planning director said the proposal is still exploratory and will come before the commission at a later work session and through public hearings. "They are market rate in it so they're not sort of subsidized in any way or reduced in any way," the director said when asked whether the proposed units would be affordable housing.
Commissioners asked initial questions about building height, unit counts and traffic. Staff described the design shown to commissioners as three stories with a walk-out basement on one elevation and said the developer is studying site layout. Staff emphasized that no formal rezoning application has been submitted and that the developer wanted early feedback on scale and design.
The director advised commissioners to share questions in advance so the applicants can come prepared; staff said that when a formal rezoning is filed the commission will hold a public hearing and prepare a recommendation for the council.
The commission discussed housing context in the comprehensive plan, noting the town must address housing availability by statute and flagged affordable housing and definitions of affordability as topics for future meetings or training.
