The Middleton Public Works Committee on July 20 recommended a temporary parking restriction near Stonehorse Green to create loading and vendor areas during downtown events and also recommended an ordinance amendment exempting Dewey Court from seasonal night parking.
Public works staff described the Stonehorse Green proposal as temporary “fold‑down” signage that staff could deploy for short event durations rather than repeatedly obtaining police orders and placing cones. The change is intended to provide a loading zone for vendors and event staging without permanent loss of parking.
A committee member moved that the committee recommend the ordinance amendment restricting parking adjacent to Stonehorse Green when signage is displayed; a colleague seconded the motion and the committee approved the recommendation to the license and ordinance committee. The motion was presented as a recommendation to the ordinance committee rather than an immediate city council ordinance vote.
On a related parking matter, staff discussed an ordinance amendment to update no‑parking locations after earlier review by another committee. The proposal included a targeted exception to seasonal night parking so that residents on Dewey Court — including a household with limited driveway spaces and an elderly family member — would not face what a member described as an undue hardship. Staff said the public works operations foreman and assistant director had no objection to allowing parking on the south side of Dewey Court and the police department did not raise operational concerns.
A committee member moved that the Public Works Committee recommend that common council approve an ordinance updating exceptions to seasonal night parking to exempt Dewey Court; a second was offered and the committee passed the recommendation.
Next steps: staff said draft ordinance language would be prepared and referred to the license and ordinance committee for formal review before council consideration.
