Developer asks to extend Barney Lane; council asks for engineering and water study

Jennifer Chester, representing Crown Realty, appeared in the packet to request extending Barney Lane across Elm Street to provide access to property north of the Community Center and Barney Lane. The packet warns that Barney Lane has existing stormwater issues and that improvements could increase those problems.
Council members expressed concern about stormwater impacts and told Ms. Chester the city would not consider the extension without a client-funded engineering study and a water-study evaluation. The June 10 minutes included in the packet record a similar exchange and note that Ms. Chester left the earlier meeting at 6:40 p.m.
City staff recorded that an engineer would be required and that any proposed improvements would need to address the existing water issues before council would take further action. No formal action or approval for a road extension appears in the July 8 packet.
