Mayor Kenneth Baker called the meeting to order at 6:00 p.m. Council Member Harry Holloway moved to approve the meeting agenda as presented; Council Member George Grisier seconded and the motion carried, 4-0.
During the consent portion of the meeting the council approved payment of bills, the minutes from Jan. 14, 2025, and the January 2025 treasurer's report. Council Member Harry Holloway moved to approve the consent agenda; Council Member Rick Morrison seconded and the motion carried, 4-0.
Under unfinished business city staff reported that the city's Fund Replacement Grant from FEMA is pending final validation by the Document Integrity Unit (DIU). No formal action was taken on the FEMA item at the meeting.
Visitor Jeff Keithly provided information about Allen Regional Transit at the council's request. After the presentation Council Member Harry Holloway moved to give a contribution of $400 to Allen Regional Transit; Council Member George Grisier seconded. The motion carried, 4-0.
The council then considered proposed revisions to the personnel handbook intended to clarify overtime, holiday pay and call‑out pay. Council Member Harry Holloway moved to approve the handbook revisions; Council Member Maranda Spillman seconded and the motion passed (record shows four votes in favor).
In department reports City Superintendent Brad Kress said crews replaced the VFD drive at the main lift station, patched N. Morrill and performed maintenance on a dump truck. Zoning official Rhonda Hill reported there were no zoning or building permit requests. City Clerk Rhonda Hill said she had investigated apparent city tax charges on some Amazon purchases and was unable to find confirmation on the Tax Entity Reports and will follow up.
With no further business Council Member Rick Morrison moved to adjourn; Council Member George Grisier seconded and the meeting was adjourned at 6:20 p.m.
