Residents press helmet rules for e-bikes; deed likely bars artifact digs at Fort St. Clair; city updates projects and events

A city resident urged Eaton City Council on Monday to consider requiring helmets for children riding e-bikes and electric scooters, and the council said staff and the Eaton Police Department will review the request.
Nick Schadle of 254 Miller Ave told council that e-bikes and electric scooters "are becoming more and more popular and, therefore, the risk of injuries will increase with the popularity," and asked council to consider a helmet requirement for children. Council did not take immediate action; members directed staff and the police department to study the issue and report back.
Later in the public comment period, Jeff Poynter of the Preble County Historical Society sought permission for an individual to conduct artifact metal detection at Fort St. Clair so the society might recover items from the historic site. Law Director Ryan Brunk advised that the park’s deed contains restrictions that "will prohibit digging of any type," and said that those deed limits will most likely prevent artifact recovery in the park. No permit or exception was granted during the meeting.
City Manager Brad Collins delivered routine operational updates. He reported the North Maple Street Project is likely to finish ahead of schedule; Wagner Paving is projected to start the city’s annual paving at the end of June 2026; the Wastewater Treatment Plant Filtration Project is operational; and the Water Works Park Expansion has utilities installed, foundation pads in place for a restroom/shelter and playground, and that construction on the walking path and restroom/shelter has begun with playground installation to start in July.
Collins also announced community events: the America 250 Freedom Fest will be held July 2 at Seven Mile Park with vendors, food trucks, games, live music and fireworks, and a community parade will start at 10:30 a.m. on July 4 following the Pork Fest parade route. The next council meeting is scheduled for Monday, July 20, 2026.
The council recessed into an executive session later under Ohio Revised Code Section 121.22(G)(2) to discuss acquisition of real property and returned to open session with no action taken.
