Frontenac USD 249 board approves 2026–27 meal prices, insurance renewals, PreK fee and personnel hires

The Frontenac Unified School District 249 Board of Education approved a slate of budget, insurance and personnel items at its June 8 meeting.
Board President Matt Frankenbery called the meeting to order at 6:00 p.m. and the board moved quickly through consent items before taking up several action items affecting the 2026–27 school year.
The board voted 7-0 to increase most student and adult meal prices by $0.10 for 2026–27. The approved rates are JH/HS lunch $3.10, elementary lunch $2.90, student breakfast $2.00, adult lunch $4.85 and adult breakfast $2.75.
Business Manager and Clerk Julie Underwood presented year-end budget projections and the board approved two insurance renewals: the student accident insurance policy with KBS, A Gallagher Company for $9,262.75 and the Missouri Employers Mutual workers' compensation renewal for $24,537; both motions passed 7-0. The board also approved the 2026–27 KICS property insurance package renewal for $168,440.80 (7-0).
The board authorized the superintendent, district coordinator and business manager to make the transfers necessary to meet state requirements and balance the books on June 30 (motion passed 7-0).
On early childhood programming, the board approved a motion (7-0) to charge $200 per month from September through April for PreK students who do not qualify for subsidized tuition for the 2026–27 year.
After returning from executive session, the board approved personnel actions including acceptance of the resignation of Reese Clements as High School girls assistant wrestling coach, and the hiring of Crystal Millner and Darien Foster as PreK aides, Tiffany Welsh as sophomore class sponsor and Michelle Pfeifer as freshman class sponsor, and the listed spring supplementals for 2026–27. The motions approving those personnel items passed 7-0.
The board also approved the 2026–27 junior high student handbook by a 6-1 vote, with Scott Kunshek recorded as the sole opposing vote.
Several items were discussed but not formally adopted: the board reached a consensus not to pursue bus activity cameras at this time and asked for clarification on HVAC service bids before awarding a contract. District Coordinator Brandy Stanley briefed the board on an anticipated Greenbush Health Trust renewal structure but said final details remain pending before the July meeting.
The meeting included multiple executive sessions — for negotiations, non-elected personnel and property acquisition — entered under the exception to the Kansas Open Meetings Act (KOMA); motions to enter and extend those sessions were approved unanimously.
The meeting adjourned at 9:09 p.m.
