At the meeting chair (speaker S1) called for a motion to approve the meter-replacement pay application; a board member moved, and the motion was seconded and approved by voice vote. GRWM (speaker S5), who presented the meter project update, said the district has ordered an adjusted total of 2,750 residential meters and that 1,126 meters have been replaced to date, about 45% of the work. S5 also reported that roughly 41% of the contract time has elapsed (contract time reported as 120 days) and that staff expects the work to be substantially complete by the end of June.
S5 asked the board to authorize the pay application for Vanguard Utilities, which is installing the new meters, and to approve related reimbursements for advertising and administrative costs; the board approved the request.
On the water treatment site, the board reviewed a draft option agreement attached to the meeting materials. The option requires a $1,000 payment now that would be credited against the purchase price if the district later completes the acquisition; if the district chooses not to proceed the $1,000 would be forfeited. Chair (S1) moved to approve taking the option, the motion was seconded, and the board voted in favor. The option was described in the meeting as a way to allow time to secure required permits, including a Department of the Army (404) permit, and to finish preliminary engineering and funding clearances before committing to purchase.
The board also approved payment of the district’s monthly bills after members noted an isolated high bill resulted from a 38‑day meter-reading period; when normalized to a 30‑day cycle the amount showed a decline from the prior month.
Next steps recorded in the meeting: GRWM will finalize paperwork and submit official pay application materials when RD signs off; staff will proceed with the option agreement mechanics and reimbursement tracking for receipts tied to the project.
