Girard seeks engineering agreement and state SLF funds for lift-station and lagoon work; water main work to begin pending easements

City Administrator Johanna O'Brien and the Public Works Director informed the council on April 20 that the city is pursuing an agreement with BG Consultants to design upgrades at lift stations and lagoons, including installation of bar screens, 'muffin monster' grinders and new pumps. Staff said the CDBG grants administrator recommended applying for State Loan/Grant (SLF) funds through the Kansas Department of Health and Environment (KDHE) to help finance the improvements.
Separately, staff reported that submittals for the water distribution project are complete and a May 1 construction start date is planned, contingent on obtaining required easements. The city attorney reviewed and requested changes to the BG Consultants agreement, which staff said were incorporated into a modified draft.
The minutes record discussion and recommendations but do not show a formal contract award or a finalized financing commitment; council authorization for contracting or accepting SLF funds would be required in later proceedings.
