City of Gas council appoints president, adopts two resolutions, approves 2.5% COLA

At its Jan. 14 meeting the City of Gas Council appointed George Grisier council president, named Landmark Bank as the official bank, adopted resolutions designating the city website as the official newspaper and waiving GAAP, approved a $100 donation to Allen Regional Transit, denied a reimbursement request, and approved a 2.5% cost-of-living adjustment for employees.
At its Jan. 14 meeting, the City of Gas Council appointed George Grisier as president of the council and designated Landmark Bank as the city's official bank. The council also adopted two resolutions: No. 2025-58, designating the city website (www.cityofgas.com) as the official newspaper, and No. 2025-59, waiving the city's use of GAAP for reporting.
The actions came during a short meeting called to order by Mayor Kenneth Baker at 6:00 p.m. and attended by council members George Grisier, Harry Holloway and Rick Morrison and city staff including City Clerk Rhonda Hill and City Superintendent Brad Kress. Tiffany Davidson of the Multi-County Health Department spoke during public comment and left informational pamphlets for distribution.
Budget-related items noted by staff included a KPERS employer rate increase from 9.26% to 9.71% for 2025 and a health insurance premium increase of $439.95, from $2,054.32 to $2,494.27 for 2025. The council directed staff to bring example personnel policies clarifying comp time, overtime and call-out pay at the next meeting after FEMA requested copies of those policies.
The council approved a one-time $100 donation to Allen Regional Transit and asked Clerk Hill to invite Mr. Keithly from that service to the next meeting for more information. It denied a reimbursement request from Pat Spencer for a frozen water meter, finding insufficient evidence that missing insulation caused the problem.

In departmental reports, City Superintendent Brad Kress said crews repaired a water leak at 1884 U.S. Highway 54, will replace a failed VF drive at the main lift station with parts to be installed by Josh of HFE Process, and applied ice-control measures after Jan. 5 weather. Clerk Rhonda Hill reported 33 community center rentals totaling $1,600 in 2024 and sales tax collections of $139,705.47 for 2024, up $27,468.83 from 2023.
The council recessed briefly into an executive session at 6:39 p.m. to discuss non-elected personnel under K.S.A. 75-4319(b)(1) and resumed at 6:44 p.m., when it approved a 2.5% COLA effective with the current payroll. The meeting adjourned at 6:46 p.m.
