Brandon Wells, the city’s water and sewer engineer with the consulting firm on record, said four bids were submitted but one bidder was non‑responsive, leaving three responsive bids.
Wells recommended awarding the base project (and alternate 1) to Cleary Construction of Tompkinsville. "The low bidder based on the bid tabs was Cleary Construction at Tompkinsville," Wells told the council, adding that he and his colleagues had worked with the contractor on prior jobs and found them capable.
Project budget materials included $2,130,000 in grant funds and identified a notice of award amount of $1,543,566 for the base scope; Wells said roughly $300,000 remained in contingency. He explained that funding rules generally require at least a 10% contingency to begin a project and that alternate work may be pursued later if conditions permit and awarded amounts meet the funding agency's requirements.
The engineer said work could begin as early as May 1 depending on materials and contractor scheduling. Councilmember (S4) made the motion to accept the award; the motion was seconded and carried on a roll call vote recorded by the city clerk.
