Russell Springs council approves land donation, turf purchase and other resolutions

The Russell Springs City Council voted on a slate of administrative measures during its Feb. 12 meeting, approving land and property actions, small capital expenditures and intergovernmental agreements.
What the council approved
- Donation of land to Pregnancy Center (Resolution 2026-01): The council authorized donating a portion of property on Bridal Walters Drive (not to exceed one acre) to a newly organized Pregnancy Center nonprofit to allow construction of additional rooms. The clerk read the resolution and the council adopted it by roll call.
- City Hall front landscaping and turf (Resolution 2026-02): The council authorized the mayor to negotiate purchase and installation of artificial turf at City Hall and approved expenditures not to exceed $9,500 from the general City Hall fund.
- Interlocal homeless-prevention agreement (2026-27): Council members renewed an agreement with the county and county emergency-management office for homeless-prevention services at an annual cost of $1,500. The agreement covers short hotel stays and limited vouchers/gift cards as emergency assistance.
- Municipal order establishing a health and wellness campaign: A municipal order, sponsored by Councilwoman Sherry Daniel and modeled on Kentucky League of Cities guidance, establishes a city employee health and wellness program to be funded through the annual budget process and managed by the mayor.
- Sale/transfer to Salvador & Judd Properties 2 LLC (Resolution 2026-03): The council approved a resolution authorizing the sale and transfer of city-owned property to Salvador & Judd Properties 2 LLC for commercial development, authorizing the mayor and city clerk to execute required documents.
- Appointment: The council ratified the mayor’s reappointment of David Turner to the Russell County Industrial Development Board for a four-year term beginning March 18, 2026.
Votes and procedure
Each action was introduced in open session, the clerk read the ordinance or resolution language when required, members moved and seconded the motions, and the council recorded roll-call votes. The motions carried on the record. Where specific budget sources were noted (for example the $9,500 turf purchase), the clerk identified the general City Hall fund as the funding source; for the municipal order the funding was to be provided through the council’s annual budget process.
