Warren County Board of Health approves budget items, fee schedules and appointments; financial report shows 89.66% of revenues collected

At its May 19 meeting the Warren County Board of Health unanimously approved routine business including the March 2026 minutes, the financial report and multiple fee schedules and settlements. Dr. James Crenshaw moved to approve the March minutes; Dr. Christian O'Malley seconded and the motion passed unanimously. The financial report, presented by Dr. Margaret Brake, showed the department had collected 98% of State grants, 68% of Medicaid receipts and 89.66% of total revenues to date; Mrs. Kaye Hall moved to accept the financial report and Dr. Crenshaw seconded.
Dr. Brake presented the Health Department FY27 proposed budget and the board discussed key line items: salaries were listed at $2,090,450, building repairs (window replacement) at $110,000, and a $75,000 HRSA grant through the Wilson County Substance Prevention Coalition. The health department noted that the countywide budget will be presented for adoption by the Board of County Commissioners on June 1.
The board approved the Health Department and Environmental Health FY26/27 fee schedules without changes, noting fees are set by the state. The board accepted a Statement of Interest from Alfred Richardson to replace Melissa Richardson and voted unanimously to forward a recommendation to Paula Pulley, clerk to the Board of County Commissioners, for final action by the BOCC.
Dr. Brake also presented Medicaid and LHD cost settlement figures for fiscal years ending June 30, 2022 and 2023 (detailed amounts were included in the report); Dr. Crenshaw moved to approve the Medicaid cost settlement, Dr. O'Malley seconded, and the motion passed unanimously. The director then reviewed staffing postings for public health nursing positions and summarized recent trainings, program accomplishments (including Narcan distributions and WIC caseloads) and upcoming community events, including a Community Health Fair on May 22 and an NC MedAssist OTC medicine giveaway on June 26.
The meeting adjourned; the next Board of Health meeting is scheduled for July 21, 2026 at 6:00 p.m.
