Eudora commissioners hear public comments on utility payments, get updates on Pilla Park and short‑term rental rules

The Eudora City Commission on March 9 received multiple brief updates and public comments from residents and staff.
During public comment, resident Eldon Kottwitz asked the commission to consider additional online utility payment options with lower or no transaction fees, specifically mentioning one‑time ACH payments. City Clerk Kelly Delay responded during staff updates that the city will review the billing software’s payment options but that most online payment types typically incur a cost.
Gene Dorsey notified the commission that a House Bill the city proposed to make the Eudora Community Library Board an elected body is moving forward and is scheduled for consideration in Topeka on March 11, 2026.
City Manager Zack Daniel reminded the commission of a retreat scheduled for Saturday at 2:30 p.m. and noted a ceremonial Pilla Park grant check presentation in Topeka on Wednesday, March 11; commissioners were welcome to attend. Parks and Recreation Director Sally Pennington said a public survey for Pilla Park remains open.
Assistant to the City Manager Michael Gentry said the city is considering a short‑term rental registration but is waiting on the State to propose adjustments to regulations before any local changes are made. Fire Chief Justin Lee reported a controlled burn at the Wakarusa Boat Ramp and said the department is preparing for increased activity related to World Cup events this summer. Commissioner Jason Musick raised concern about ruts developing on the K‑10/Church Street bridge and asked whether the city has jurisdiction or contacts who could address the issue.
Several commissioners also discussed nonbinding items such as updated headshots for commission profiles and a proposal from Vice Mayor Alex Curnes to place veteran banners on Main Street ahead of Memorial Day.
