Eudora Planning Commission approves Holladay Woods preliminary plat and Compton Addition final plat and site plan

The Eudora Planning Commission approved a preliminary plat for the Holladay Woods subdivision and both a final plat and site plan for the Compton Addition at its March 4 meeting, voting on each item subject to conditions listed in staff reports.
City Planner Kyle Kobe introduced Preliminary Plat PP-26-001 (Holladay Woods), which applicants said is an infill residential development that provides roughly 15% green space, above the 10% required by city code, and includes land the developer intends to donate to the city for a park. Applicant Dustin Baker and developer Justin Milburn said they plan to retain as many mature trees as possible and described measures to address neighborhood drainage; Baker said the plan meets the character of surrounding homes. Neighbors raised concerns about which trees would be removed, existing flooding near the creek and whether changes could increase water flow, and the safety of a nearby busy bus stop for children. Kobe noted the park would be maintained by the Parks and Recreation Department if accepted.
After discussion, Commissioner Pat Jankowski moved to approve PP-26-001 subject to the staff report conditions; Commissioner Aaron Thakker seconded. The commission recorded the vote as Approved: 6, Denied: 0, Abstained: 0.
Kobe then presented Final Plat FP-26-001 and Site Plan SP-26-001 for the Compton Addition, a two-parcel residential development south of E. 15th Street and east of Church Street. Kobe said access will be by access easement rather than a new public right-of-way and that the Board of Zoning Appeals granted variances for minimum area and parking requirements. Applicant Joy Rhea said the process has been proceeding without additional issues.
The Compton site plan includes a dog park, passive recreation and patio areas, a fenced artificial-turf dog area, a grill and fire pit area, and a cement pad configured to allow fire truck egress and turnaround. Kobe reiterated that the parking variance allows 1.5 spaces per unit. Commissioners questioned refuse arrangements after Rhea noted a single refuse location that could accommodate two dumpsters; Building Official Curt Baumann said the city code does not specify refuse-area square footage. Rhea said there will be no on-site leasing office; management and leasing will be handled by First Management in Lawrence.
Vice Chair Josh Harger moved to approve FP-26-001 (Compton Addition final plat), seconded by Commissioner Aaron Thakker; the motion carried 6-0. Commissioner Lewis Cox moved to approve SP-26-001 (Compton Addition site plan), seconded by Commissioner Pat Jankowski; that motion also carried 6-0.
The meeting opened with a short oath of office for newly seated Commissioner Sam Campbell and concluded with staff updates: City Manager Zack Daniel announced the Citizens' Academy beginning in late March and an informational session on Douglas County appraisals scheduled for March 23; Codes Enforcement Officer Gordon Snyder reported 38 permits issued in 2026 to date and updates on Paschal's Landing, 10 Union Lofts and Shadow Ridge lot availability. The commission adjourned at 7:59 p.m.
