Eudora Commission authorizes documents for Phase 1B of new water treatment plant; vice mayor recuses

The Eudora City Commission on Jan. 26 authorized the City Manager to execute contract documents for Phase 1B of a new Water Treatment Plant, a key step in a multi-year project intended to expand the city’s water treatment capacity.
Dana Hinderliter of Burns & McDonnell presented preconstruction plans and described design priorities including directing visitor access to the front of the site, reducing required earthwork by leveraging existing grades, improving plant hydraulics, and adding comprehensive security features such as perimeter fencing, controlled gates, lighting and surveillance. Hinderliter said the site design allows for future expansion beyond the facility’s initial capacity and that two additional water wells would be added to the city’s inventory to meet demand.
The project team identified anticipated funding sources as the Water Infrastructure Finance and Innovation Act (WIFIA) Loan Program, the Kansas Department of Health and Environment (KDHE) State Revolving Fund Emerging Contaminants Grant, and the Build Kansas Fund. City Manager Zack Daniel said the long-term plan includes relocating Public Works offices and operations to the new site.
Vice Mayor Alex Curnes recused himself from the Water Treatment Plant discussion and vote because of a conflict of interest with his employer. The motion to authorize the City Manager to execute the necessary project documents, including Design/Build Contract Amendment 01 and accompanying scope, was moved by Commissioner Roberta Lehmann and seconded by Commissioner Jason Musick; the vote was recorded as Approved: 4, Recused: 1 (Curnes).
The presentation indicated Phase 1B is scheduled for completion in October 2026 and the overall project is expected to finish in 2028. The Commission’s action allows city representatives to finalize and sign project documents subject to any ministerial corrections the City Manager or staff approve.
Next steps: staff will proceed with contract execution and preconstruction activities under the authorized scope; further project updates, funding confirmations and design details are expected in subsequent Commission materials.
