Eastborough council approves mowing contract, software subscription, phones and $40,000 police equipment transfer

At its Dec. 17 meeting, the City of Eastborough council approved several vendor contracts and technology purchases and moved money into the police equipment reserve.
Council member Jerry Cohlmia moved to approve a Landscape Solutions mowing agreement for $24,500 annually with monthly installments; Andrew Standifer seconded and the motion passed unanimously. Mayor Stacy Moore explained that gWorks, the city’s current software provider, will move to a cloud-based product, and Council President Steve Wagle moved to approve the gWorks annual invoice for $5,828 for 2025; Andrew Standifer seconded and the motion passed unanimously.
Information Technology/Website Commissioner Andrew Standifer raised a proposal to purchase VoIP phones and have Main Street Systems provide service. Council President Steve Wagle moved to authorize Main Street Systems to purchase phones for city hall and the police department not to exceed $1,000 and to manage phone lines at up to $180 per month; Jacque Arredondo seconded and the motion was approved unanimously.
Police Chief James Welch provided department updates and a budget request: he reported monthly statistics, said Officer Mowery had graduated with a master’s degree in psychology and that Officer Marshall is off duty with a hand injury. Chief Welch said a Flock camera system has been installed with 10 cameras and that 465,000 vehicles have passed the cameras; he also reported that Eticket is in a testing phase. Council President Steve Wagle moved to approve a $40,000 transfer from the police budget to the equipment reserve; Richard Hostert seconded and the motion was approved unanimously.
