Public Works Director Dan Merkh told council staff budgeted $92,150 for a Class 5 truck including upfit with plow and salt spreader and recommended using rapid off‑lot purchases because cooperative procurement and factory ordering options are limited in the current market. The council authorized the City Administrator to approve the purchase and upfit not to exceed $92,150 with funds coming from the Equipment Reserve Fund; the motion passed 4-0.
Parks & Recreation Director Levi Meyer presented a consolidated update to Chapter 12 of the municipal code to cover city properties and parks with clearer, simpler language and the ability to post site‑specific rules at locations such as the soon‑to‑open Greenspace. Council and City Attorney Todd Luckman discussed liability around allowing swimming in city waters; Luckman reiterated that, under the Kansas Tort Claims Act, permitting swimming generally requires structured, supervised areas with proper safeguards. The council approved Ordinance No. 2170 by a 4-0 vote.
Staff also presented several staffing positions for The Greenspace — a full‑time operations/facilities role, a full‑time customer service specialist II who will also assist city hall duties, and a part‑time customer service role for evening and weekend coverage. Council approved the job descriptions 4-0. During the meeting staff introduced Public Works Foreman Chase Forrester and reviewed the Public Works quarterly update and snow‑season plan: notifications will go through NotifyJoco and social media; after two hours staff will begin door‑knock mobilization and vehicles left on streets may be towed to keep routes clear for emergency vehicles.
Other routine business included approval of the consent agenda and two brief executive sessions (attorney‑client matters on contract negotiations and ongoing litigation) with no action reported on return. The meeting adjourned at 8:43 p.m.
