Council adopts 2025–2029 CIP, authorizes easement condemnation steps for East 2nd/Edgewood reconstruction

Edgerton adopted its 2025–2029 Capital Improvement Plan, including the Edgerton Safety Action Plan and East 3rd Street reconstruction, and authorized preparation of surveys and legal descriptions under K.S.A. § 26-201 to secure easements needed for East 2nd/COOP Road and Edgewood reconstruction if negotiations fail.
The Edgerton City Council adopted the 2025–2029 Capital Improvement Plan on Oct. 24, which establishes funding, budgets and schedules for projects including the Edgerton Safety Action Plan and East 3rd Street Reconstruction.
Finance Director Karen Kindle said Council had directed staff in an Oct. 12 work session to include two new projects in the five‑year CIP. Adoption sets funding and timing; staff will bring contract and funding changes to Council as projects proceed. The motion to adopt the CIP passed 5‑0 (m. Clay Longanecker; s. Bill Malloy).
On a related agenda item, City CIP Project Manager Holly Robertson described the East 2nd/COOP Road and East/West Edgewood reconstruction project, which requires temporary construction easements, permanent drainage easements, pedestrian easements and right‑of‑way from about 44 properties. Staff has negotiated with many owners but recommended Council pass a resolution under K.S.A. § 26‑201 authorizing preparation of surveys and legal descriptions so the project schedule can be met while negotiations continue. Passing that resolution does not preclude negotiated acquisitions; properties acquired by agreement can be removed from the condemnation list. Council approved the resolution 5‑0 (m. Josh Lewis; s. Deb Lebakken).
Mayor Roberts asked that residents calling Council be directed to staff to facilitate negotiations. Staff will continue outreach and return to Council with any finalized easement agreements.
