Eastborough council approves variance for 29 Hampton and greenlights police camera purchase

The Eastborough City Council approved several routine and substantive items at its Sept. 24, 2024 regular meeting, including a zoning variance for 29 Hampton and a five-year camera purchase for the police department.
Alex Eftekhar requested a variance to use a backyard area for his dogs, and the council reviewed Clarkitecture’s report and neighbor input. Debbie Dobbs, a neighbor to the south, agreed to allow a side-yard variance provided any side-yard fence is wrought iron. Council member Jerry Cohlmia moved “to approve the requested variance allowing 15 ft on the south lot line with a wrought iron fence.” The motion was seconded by Council member Jacque Arredondo and approved unanimously.
The approval changes the applicable setback on the south lot line from 40 feet to 15 feet, conditioned on installation of a wrought-iron fence as described in the motion. The action was recorded as a formal variance approval on the meeting minutes; no permit conditions beyond the fence material were recorded in the transcript.
On municipal finances, Council member Jerry Cohlmia moved to approve claims listed as Ord. App. 24-09 totaling $219,951.57; the motion was seconded by Jacque Arredondo and approved unanimously. Mayor Stacy Moore also reported the city’s September totals: $3,190.50 in revenue, $178,139.86 in expenditures and $1,786,621.12 in unencumbered cash and investments.
Police Chief James Welch presented the department’s monthly statistics and noted recent fleet activity: a 2021 Dodge Ram purchased for $45,222.52 (with an average city cost cited as $256.86 per month including repairs) was sold to Ellinwood for $38,000. Chief Welch then requested authorization to purchase seven body cameras and three vehicle cameras from Axon under a five-year agreement for $56,990.11, describing features including unlimited storage, automatic uploads and holster-triggered activation. President Steve Wagle moved to approve the purchase; Jacque Arredondo seconded and the motion passed unanimously.
Chief Welch also reported that Southwest Remodeling will begin construction of a police garage on Oct. 24.
City Attorney Jerry Bogle and City Clerk Lisa Wright had no reports. Fiscal Oversight Commissioner Jacque Arredondo relayed a resident suggestion that the Q-Line bus route be extended through Eastborough on the west side to go around Triangle Park and said the mayor advised residents interested in pursuing the idea should attend a meeting to discuss it. Parks Commissioner Richard Hostert was absent; Mayor Stacy Moore said Isaac with Tree Top will provide a quote for rock work at South Park.
