Edgerton City Council on Oct. 24 approved a series of actions to move forward on the 2024 CDBG 2nd and Hulett Sanitary Sewer Rehabilitation Project after construction bids exceeded design estimates.
Staff said the City received partial CDBG funding of roughly $91,511.63 for the project; council previously approved a $145,012 budget that assumed bids would align with the engineer’s estimate. Bids opened Oct. 7 produced a low bid of $92,337.05 and a high bid of $113,310.00, prompting staff to recommend a revised project budget of $198,257.81 that combines the CDBG award, sewer‑fund contribution and remaining 2021 CDBG funds.
Tetra Tech, the design consultant, recommended rejecting one bidder due to an excessive mobilization line item and recommended SAK Construction, LLC as the most qualified low bidder. Council awarded the construction contract to SAK Construction for $104,555; the motion carried 5‑0 (m. Josh Lewis; s. Clay Longanecker).
To oversee construction, Council approved a not‑to‑exceed agreement with Renaissance Infrastructure Consulting for construction inspection services with an estimated cost of $36,202.81; staff will bill actual hours only. That agreement was approved 5‑0 (m. Josh Lewis; s. Clay Longanecker).
City staff said the awards comply with HUD requirements for CDBG projects. The revised project budget and contracts move the work toward construction and inspection phases; staff will return with contract documentation and project reports as the work proceeds.
