Eastborough council adopts standard ordinances, approves vehicle purchase and park work

At its Aug. 27 meeting the Eastborough City Council approved two standard ordinances, authorized $100,515.14 in claims, approved repairs and park projects, bought a patrol truck and delayed a variance request until September 2025 pending neighbor sign-off.
The Eastborough City Council on Aug. 27 adopted two routine ordinances, approved more than $100,000 in claims and signed off on a series of park and street maintenance contracts and a police vehicle purchase.
Council member Jerry Cohlmia moved to approve claims listed as Ord. App. 24-08 totaling $100,515.14, and the motion was seconded by Richard Hostert and approved unanimously. Treasurer Norman Farha reported August totals of $16,060.07 in revenue, $77,932.96 in expenditures and $1,944,841.49 in unencumbered cash and investments.
The council adopted the Standard Traffic Ordinance (G24-01) and the Uniform Public Offense Code (G24-02) on motions by Council member Andrew Standifer, seconded by Jerry Cohlmia; both measures were recorded as approved unanimously. Council also approved a Tree Top landscaping project at South Park for $9,055.24 after Parks Commissioner Richard Hostert described site walkthroughs with an on-site Tree Top representative.
Street repairs were approved after a report from Street Maintenance Commissioner Jerry Cohlmia: the council authorized an SCS quote of $12,042.76 to remove failing pavement, compact subgrade and place 6 inches of hot-mix asphalt in two lifts on Huntington, English, Lynwood and Norfolk.
On public safety and equipment, Police Chief James Welch presented the department’s monthly report and said a suspected sewer replacement was avoided when crews found black ABS pipe and instead installed two clean-outs. The council approved purchase of a 2024 Ford F-150 for $61,837.57 from the equipment reserve and authorized sale of the department’s 2021 Dodge Ram for no less than $35,000 with proceeds returned to equipment reserve. Chief Welch also said the vendor for the body and vehicle camera system cannot supply the needed battery pack; the council moved to resend the camera offer to Utility.
A variance request for 4 Peach Tree was continued: applicant Paul Suellentrop was not present, and on a motion by Council member Jerry Cohlmia the council allowed an extension until September 2025. Minutes note the architectural consultant had conditionally approved the proposed garage and the council asked the owners to supply a letter from the neighbor behind the property before processing the variance.
The council approved up to $5,000 to ESI to replace the electrical meter box at Triangle Park and authorized $4,000 to Mark’s Lawn Service to clean out the North Park creek and treat tree stumps; staff were asked to solicit an additional quote from Pendleton Trees. Mayor Stacy Moore said the city has applied for the required stormwater permit and noted other park maintenance work planned for the week.
The meeting adjourned at 6:30 p.m.; the next regular council meeting is scheduled for Sept. 24, 2024.
