Eastborough council adopts 2025 budget, approves claims and city projects

Eastborough Mayor Stacy Moore and the City Council adopted the city’s 2025 budget during a July 23 public hearing and regular meeting after no public or council members offered comments. Councilmember Jacque Arredondo moved to "adopt [the] budget as published," a motion seconded by Councilmember Jerry Cohlmia and approved unanimously.
The vote followed a public hearing opened by Mayor Stacy Moore. After adopting the budget, the council acted on several finance and operational items including claims payment, an audit engagement and a public event permit.
Council actions at the meeting included approval of claims totaling $139,921.18. Councilmember Richard Hostert moved to approve the claims (noted in the minutes as "Ord. App. 24-07"), a motion seconded by Jacque Arredondo and approved unanimously. The council also accepted an engagement letter from BFR for the 2024 audit and agreed to pay $7,850 for auditing services.
On city property work, Mayor Moore described recurring drainage problems with the kitchen sink at City Hall and recommended replacing the sewer line from the building to the main and removing a portion of concrete sidewalk behind the house. Council accepted Carr’s Plumbing and Maintenance’s bid of $14,500 to replace the sewer line and install a cleanout, to be paid from the Capital Improvement fund.
The council granted permission for the Prairie Fire Marathon to pass through Eastborough on Oct. 13; organizers will provide police, volunteers and barricades. Kevin Jenks of the Wichita Sports Commission requested the route; Councilmember Jacque Arredondo moved to allow the marathon, Jerry Cohlmia seconded, and the motion passed unanimously.
A resident applicant, Paul Suellentrop, requested a variance for a garage and storage building at 4 Peach Tree seeking relief for the rear setback. The architectural consultant had conditionally approved the design but the council requested a letter from the neighbor behind the property and tabled the request until next month so the applicant may secure the neighbor’s input.
Treasurer Norman Farha reported July financials: total revenue for July 2024 of $5,323.67, total expenses of $89,321.75, and unencumbered cash/investments of $1,978,133.29. The council approved the minutes of the June 25 meeting (with changes) and adjourned at 6:25 p.m.; the next regular meeting is scheduled for Aug. 27, 2024.
