Council approves Dwyer Farms Phase 2 PUD, authorizes sewer inspection prepayment and construction oversight amendment

The Edgerton City Council on July 25 approved the Final PUD Plan/Plat for Dwyer Farms, Phase 2 (PUD2024-0101), allowing the second phase of a multi-phase residential development that will total 275 homes when complete. Development Services Director Zach Moore said the 23.8-acre parcel was annexed and rezoned previously and that staff and the city engineer found the final plat in conformance with the previously approved Conceptual PUD. Planning Commission recommended approval. Councilmember Josh Lewis moved to approve the PUD and Councilmember Ron Conus seconded; the motion passed 4-0.

Lee Ryherd of SMH Consultants told the council Phase 1 curb work is under way and that Phase 2 utility work is anticipated this winter with streets next year. Brian O’Banion of Rausch Coleman said the builder is "trying to get close to the $250,000–$270,000 range" for starting home prices, but that pricing may fluctuate.

At the same meeting the council approved two sewer-related contractual items tied to local construction projects. City staff approved a walk-on prepayment invoice of $124,800 to Wilson & Company to cover BNSF-required Roadway Worker In Charge (RWIC) inspection and flagging services for the Dwyer Sewer Extension; staff said the invoice covers an estimated 40 working days of 10-hour days and that unused funds will be returned at project completion. The council also approved Amendment No. 1 to the Tetra Tech agreement for the 2024 CDBG 2nd and Hulett sanitary sewer rehabilitation project, adding construction management services at an additional cost of $16,000; staff said bidding for that project is anticipated in August–September and the amendment is within project budget.

The actions advance both residential construction staging and necessary safety and inspection arrangements for sewer work under BNSF right-of-way and CDBG-funded rehabilitation. All three motions were approved 4-0.
