Bonner County will auction 2011 ambulance; proceeds to be tracked while ambulance-district ownership is resolved

Cameron Lacombe of Bonner County Emergency Management told the board that the county-owned 2011 Ford F-350 ambulance (VIN 1FDRF3HTXBEB53816) has significant mechanical issues and recommended it be declared surplus and sold at auction. "It was found that there were significant mechanical issues requiring repair or replacement that exceed the vehicle's value," Lacombe said.
Commissioners debated whether the vehicle had been transferred from the ambulance district and raised legal and accounting questions about taxing-district property. One commissioner asked whether the vehicle transfer had appropriate documentation and if proceeds from a sale should be segregated. The county prosecutor said transfers between government entities can be valid. To address accounting concerns, a commissioner moved to amend the resolution so auction proceeds would be tracked separately until the county and ambulance district resolve outstanding balance-sheet questions; that amended motion passed on roll call.
The board instructed the controller and staff to earmark and track any surplus funds from the auction within the general fund so the amount can be identified and reallocated once the ownership and accounting questions are resolved. No immediate transfer of proceeds was authorized pending the final accounting between the two entities.
