The Eudora City Commission on Jan. 12 adopted Ordinance No. 1182 to establish the Shadow Ridge North Reinvestment Housing Incentive District and authorized the city manager to execute a development agreement with SRN Land LLC.
City Manager Zack Daniel told the Commission the proposed district would encompass approximately 42 acres and that the RHID terms provided for a 20‑year term with a 75 percent reimbursable increment. Commissioner Grant High recused himself from consideration of the item because of a conflict of interest; the remaining four commissioners voted to open the public hearing and proceed.
Vice Mayor Alex Curnes said he supported the district, noting the developer requested a 75 percent return over 20 years rather than a larger, longer incentive. Commissioner Roberta Lehmann said the city needs additional rooftops to address housing shortages and that RHIDs are a mechanism to accomplish that goal. Commissioner Jason Musick expressed short‑term concerns about the proposal, saying the RHID would not provide for increased full‑time fire response or additional police patrols and that related service costs would fall to the city.
Resident Richard Campbell provided public comment opposing incentives, saying the city could grow without them. After public comment, the Commission adopted the ordinance and authorized the city manager to sign the development agreement with SRN Land LLC. The ordinance passed 4–0 with one recusal (High).
The commission record shows the RHID is structured to reimburse eligible, newly generated property taxes up to the stated increment; the city did not take on debt for the project, per the city manager’s summary. The development agreement must be executed before reimbursements would begin.
