Board approves four policy updates, including new preschool policy required by state law

The Newport-Mesa Unified School District board voted to adopt four policy updates after staff explained the changes and trustees discussed implementation details. The policies included BP 1100 (communications with the public), BP 1114 (district-sponsored social media), BP 9150 (student board member policy) and BP 5148.3 (preschool and early childhood education), the last reflecting state-mandated revisions.
Dr. Torres, presenting the policies, said the preschool policy was a "wholesale change" that incorporated recent legislative updates and noted that staff aimed to have the new policy in place promptly. "We were hoping to have this approved by July 1," Dr. Torres said, explaining some changes flowed directly from state law.
Trustees discussed formatting of legal citations and how certain operational concerns could be delegated to administrative regulations (ARs). Trustee Anderson recommended standardizing where citation codes appear to improve readability for parents; trustees likewise suggested renaming "fundraising" to "fund development" in a resources section.
Several trustees expressed the view that while legal changes required the policy update, implementation details and staff-facing regulations could follow. Trustee Weigand moved to approve the four policies and waive the second reading; the motion was seconded and carried on roll-call vote.
Board members also discussed student board member selection changes: going forward, student board members will be selected by a vote of their own school's student body and will serve one-year terms, with provisions for alternates and accommodations for alternative education sites.
Staff will review citation formatting across policies and prepare any needed ARs to clarify implementation for site staff and parents. The board approved the policies in a single motion with a roll-call vote.
