Lumberport approves IJDC water-system requisition; engineers and operator flag meters and treatment repairs

The Lumberport Town Council on March 3 accepted Requisition #06 for the IJDC water-system improvement project (Project IJDC #2022W-2150) after Shelby Johnson delivered the paperwork to Mayor Lexi Mayfield.
Thrasher Engineering informed council of a plan to swap out 17 water meters that are not listed as active. The council recorded a motion to accept the requisition on a motion by Micheal Stire, seconded by Judy Clevenger; the motion carried.
Quality Water Services LLC (QWS), the towns water operator, provided a monthly status update noting that February drinking-water samples and the monthly operational report were submitted without issue but flagged an August MOR paperwork violation for chlorine and turbidity; QWS said it will draft the required public notice before Oct. 15, 2025. On the wastewater side, QWS reported an exceedance for ammonia nitrogen and said corrective action so far has been to increase the Biojet 7 dosing; the operator plans to resample in the second week of March.
QWS listed multiple equipment and maintenance needs: inability to source parts to repair contacts on high service pump #2 (the current replacement quote was too high), bad starters for lagoon mixers and a failed motor on another mixer, a missing power-box safety switch for upper-lagoon aeration, a ridge vent blown off the chemical-feed building (temporary repairs in place) and worn rubber pond liners that require vendor pricing. QWS asked the council to direct next steps on pump repair and to note that certain repairs and DEP notifications may be required.
The operator also reported a backflow preventive maintenance outreach with about 23% commercial account response as of Feb. 28 and that sedimentation-basin sludge removal remains on hold due to weather. Several maintenance items were identified as candidates for bidding or vendor pricing.
Council scheduled a meeting on the water project for March 5, 2025 at 3 p.m. to continue planning. The meeting record lists the project requisition and the QWS operational items but does not include vote tallies beyond repeated "motion carried" notations.
What happens next: staff and council must decide how to fund and schedule repairs, direct QWS on procurement or bidding for repairs, and complete follow-up sampling and DEP-required notifications where needed.
