Houston City Council approves major payments, park and electrical contracts and OKs Main Street closure for local anniversary

The council voted to approve invoices totaling $662,646.04 for bills dated June 30 and July 6, 2026. It separately approved payment to TOG Industrial Services for 2½‑inch base gravel for the Houston Outdoor Recreation Complex in the amount of $41,761.36 and awarded BCS Electric LLC $14,800 to perform 5‑circuit load balancing and capacitor bank adjustments; the electric work will be paid from Electric Capital Improvements. The council also approved payment to Independent Electric for a minor pump repair of $6,474.71 to be paid from the EPA fund; staff noted a 3–4 week lead time for that repair.
In public comment, Travis Witzemann, speaking on behalf of Mean Muggin, requested closing Main Street from 1st Street to Grand Ave. on July 11 from 9:30 a.m. to 2:00 p.m. for the business’s anniversary. The council approved that street closure.
Other actions included awarding Mortensen's Fencing a $4,386.82 bid to install a fence at Bridges Park, renewing a 12‑month certificate of deposit at West Plains Bank at an interest rate of 4.10%, and setting chair rental fees for columbarium services at $50 on weekdays and $75 for weekends and holidays. The council tabled the agenda item titled "Building Permit Application Adoption" until the July 20, 2026 regular meeting.
Each of the recorded motions in the minutes carried with five yes votes. The minutes identify the five voting alderpersons as Alderman Fred Stottlemyre, Alderwoman Chelsye Scantlin, Alderwoman Sheila Walker, Alderwoman Ann Tottingham and Alderman Don Romines.
After completing the listed business, at 7:16 p.m. the council voted to move into executive session pursuant to Missouri Revised Statutes Section 610.021 subsections (1) — legal actions, (2) — real estate, and (12) — contracts. The meeting reconvened and adjourned at 8:25 p.m.
