Lumberport council approves estimate request to repair lagoon aeration safety switches and accepts engineering completion notice

The Lumberport City Council on Feb. 3 voted to seek an electrician's estimate to replace missing power-box safety switches on the upper wastewater lagoon aeration system after Quality Water Services (QWS) notified the council of operational and compliance issues.
Judy Cleavenger moved the measure and David Bennett seconded; the motion carried. Council members also accepted a monthly operations update from QWS that described a January ammonia-nitrogen exceedance at the wastewater plant attributed to extended lagoon icing. QWS told the council that parts for repairs to high-service pump #2 are unavailable and asked the council to direct next steps on sourcing parts and repairs.
Separately, Thrasher Engineering reported it had provided a certificate of substantial completion dated Jan. 22, 2025, saying installed systems are functioning as intended. The engineering update included progress information on Phase II of the town's water project, with Hepzibah reported to be planning to proceed with the agreement for that next phase. Council accepted the Thrasher report (mover: Richard Desist; seconder: Judy Cleavenger).
QWS's written operations notes also listed several maintenance and compliance items for council attention: scheduling flow-meter calibration previously approved at a November meeting; a blown ridge vent on the chemical feed building that received temporary repairs; mixers in lagoon chambers needing repair; and a reminder to report spills to the DEP hotline. The report said the vendor Spiker declined to provide an estimate for repair of electrical contacts on high-service pump #2 because replacement parts cannot be sourced at present.
Council approval to obtain an electrician estimate is procedural: it authorizes staff to solicit the cost and timeline for the safety-switch replacement so the work can be scheduled. No vote tallies were recorded in the meeting minutes. The council adjourned at 7:35 p.m.
