Cass County supervisors approve jailer hire, fund transfer and new pay schedule

Atlantic, Iowa — The Cass County Board of Supervisors on June 23 approved several personnel and administrative actions during a 9:00 a.m. special session at the Cass County Courthouse.
Chairman Steve Baier called the meeting to order and noted that Supervisors Green, O’Brien and Richter were present and Pettinger was absent. Supervisor Green moved to approve the agenda; Supervisor O’Brien seconded the motion and the board voted to approve it.
During the public-comment period the transcript records that comment was given but does not identify the speaker.
On personnel, the board voted to approve filling a vacant jailer position. Supervisor Green moved the action, Supervisor Richter seconded, and the motion was recorded as carried with "All Ayes."
The board adopted two resolutions. Resolution No. 2026-22, moved by Supervisor Green and seconded by Supervisor O’Brien, authorized a transfer from the Emergency Comm Upgrade–CapPrj Fund to Emergency Comm Upgrade–DbSv; the vote was recorded Ayes: Baier, Green, Richter and O’Brien. Resolution No. 2026-23, the annual designation of public meeting notices and agendas, was likewise moved by Green and seconded by O’Brien and approved by the same four affirmative votes.
The board also set compensation for "extra help and clerks appointed by the principal county officers" in accordance with Iowa Code 331.904(4). Supervisor Green moved the compensation schedule and Supervisor O’Brien seconded. The motion carried with Green, Baier and O’Brien voting Aye and Supervisor Richter voting Nay.
The approved pay list, entered into the record, lists positions and rates across county departments. Examples from the list include: IT — Sean Berens, $82,100.00 per year; Secondary Roads — County Engineer Trent Wolken, $149,350.00 per year; Sheriff’s Assistant Stephanie Witzman, $62,640.00 per year; and several road equipment operator hourly rates in the $27–$29 range. The list also records clerical and support rates for Attorney’s office staff, the auditor’s clerk, custodian, mental health director, zoning coordinator and veterans director.
The meeting adjourned at 9:41 a.m. following a motion by Supervisor Green and second by Supervisor O’Brien. The minutes were signed by Chair Steve Baier and attested by Auditor Kathy Somers.
